本标准按照GB/T 1.1-2009给出的规则起草。
本标准代替QC/T 254-1998《运钞车技术条件》及QC/T 255-1998《运钞车防护性能试验方法》,本
标准与QC/T 254-1998、QC/T 255-1998相比,主要技术变化如下:

1 范围
本标准规定了运钞车的术语和定义、产品分类、技术要求、试验方法、检验规则以及标志、运输、
贮存等内容。
本标准适用于采用已定型汽车底盘改装而成的车辆,用于金融、保安服务行业运输现金、金银、珠
宝、有价证券、重要凭证及其他重要物品。

3 术语和定义
下列术语和定义适用本文件。
3.1
运钞车 cash carrying vehicles
具有防枪弹射击、防暴力破坏及报警、反击功能,专门运送货币或贵重物品的厢式车。
3.2
防弹板 burster block
使用的各种防弹复合板。
3.3
穿透 penetrate through
受试部位中弾后,出现孔洞或透气性裂纹的现象,视为穿透。
3.4
驾驶舱 drive cabin
运钞车中供驾驶员乘坐的,与运钞舱隔离的,具有防弹、防暴结构的厢体。
3.5
押运舱 escort in transportation cabin
为一体。
3.6
运钞舱 cash carrying cabin
内有固定存放钞票、贵重物品箱(袋)装置,具有防护作用的全封闭厢体。
4 产品分类
运钞车按最大装载质量和运钞舱可用容积分为轻型、中型、重型三种类型,具体分类见表1。

注1:轻型、中型、重型运钞车应同时满足“装载质量”和“运钞舱容积”的要求。

5 要求
5.1 基本要求
5.1.1 运钞车应符合本标准的规定,并按经规定程序批准的产品图样和技术文件制造。
5.1.2 外购件和外协件应符合有关标准的规定,并有产品合格证,经检验合格后方可使用。
5.1.3 所有外露金属件均应进行防腐、防锈处理,车身涂层应符合 QC/T 484的规定。防弹、防暴结构,
车门、车厢框架结合处,玻璃和车厢框架结合处均要进行表面装饰处理,不应出现大于 2 mm的凸凹不
5.1.4 紧固件应连接可靠,行驶时不得松动。
5.1.5 驾驶舱和押运舱应各配备 1套灭火器,灭火器应安装牢靠,并便于取用。
5.1.6 车辆门锁在行驶中不得自动开启,锁止应灵活可靠。
5.1.7 驾驶员侧的车外后视镜应在车内可调。
5.1.8 运钞车的外廓尺寸、轴荷及质量限值应符合 GB 1589的有关规定,厂定最大总质量和轴载质量
应符合原底盘的要求和有关规定。
5.1.9 轻、中型运钞车最高车速应不低于 100km/h,重型运钞车最高车速应不低于 90 km/h。
5.1.10 轻、中型运钞车从静止开始连续换档加速至最高车速的 90%时的加速时间应不大于 45s,重型
运钞车从静止加速至最高车速的 90%时的加速时间应不大于 50s。
5.1.12 运钞车的制动性能、操纵性能等整车运行安全技术要求应符合 GB 7258的规定。
5.1.13 照明和光信号装置应符合 GB 4785的规定。
5.1.14 运钞车的防雨密封性应符合 QC/T 476的规定。
5.1.15 运钞车连续行驶距离不小于 10 km,停车 5 min 后观察,油、水、气的连接部分不应有渗漏
现象。
5.1.16 车内安装的各种电子装置应安装牢固,布置合理,安装支架要有表面防护处理,布线整齐,装
饰要完整。
5.1.17 强制性检验项目的要求应符合汽车行业有关标准的规定。
5.2 结构及配置要求
5.2.1.1 所有舱体的内饰均应使用阻燃材料,内饰件阻燃性应符合 GB 8410的要求。
5.2.1.2 押运舱乘员座位应不少于 2个,座椅及其固定装置应符合 GB 15083的规定,座椅安全带应符
合 GB 14166、GB 14167的规定。
5.2.1.3 运钞舱应配备提款箱固定装置。
5.2.1.4 驾驶舱内不得配置视觉娱乐装置。用于辅助驾驶员对运钞车进行控制和导航的电视监视器或
类似装置(如舱门监视器)除外。
5.2.1.5 具有独立押运舱的运钞车,其押运舱右侧应有一门,押运舱和运钞舱之间应设置舱门。驾驶
舱、押运舱舱门应该设置副锁机构,舱门开启后,门体下垂不得大于 2mm,自然平推应可正常关门。
5.2.1.6 运钞车应设置不少于两个射击孔。
符合 GB 13094的规定。
5.2.1.8 押运舱应配有观察窗,并配有强制换气系统。
5.2.1.9 运钞舱舱门应配置两套锁具,锁具应符合 GA/T 73或 GA 374的有关要求;运钞车的锁具打开
后,开启舱门的拉力或推力应不大于 49 N。
5.2.2 运钞车应配备报警系统、通讯系统,且应满足下列要求:
5.2.2.1 报警系统、通讯系统应有隐蔽性,操作装置不应有明显标识。
5.2.2.2 警报器声级应在 110dB~120dB(A计权)范围内。
5.2.2.3 车载通讯设备应有进入专用通讯网络并符合系统要求的接口和通讯格式;驾驶舱内的人员应
能在不开启舱门的情况下,与车外和押运舱通话。
运钞车后方道路的情况,并具备滚动更新存储录像 72小时的能力。
5.2.4 驾驶舱应配有监控设施,运钞舱舱门的开启在驾驶舱内应有明显标识。
5.2.5 车辆安全信息监控系统
5.2.5.1 运钞车应具备车辆安全信息实时监测功能,实时监测车辆的位置、速度、里程、油耗、胎压、
电瓶电量、故障代码、运钞舱载荷等相关信息,并可设置短信提醒。
5.2.5.2 运钞车宜具备车辆安全智能管理功能。通过实时检测车辆安全信息,车辆底盘故障、改装线
路故障等信息,根据车辆设置的保养间隔和提醒日期,可自动形成维保计划。
5.3 防护要求
运钞车应具有防破坏功能,防护能力分为A、B、C三个等级,各级防护性能要求见表2、表3。

d) 驾驶舱、押运舱的门缝接口处不应被弹头侵入;
e) 射击孔防护板在关闭状态下不应被弹头穿透;

5.3.1 驾驶舱、押运舱的车窗玻璃应为防弹玻璃,要求如下:
5.3.1.1 玻璃夹层内不应有明显的气泡、疵点和夹杂物,表面不应有明显的碰伤、刮痕及尖锐棱边。
5.3.1.2 风窗玻璃的透光度应不小于 70%。
5.3.2 运钞车前后均应配置防撞保险杠,要求如下:
5.3.2.1 保险杠的位置尺寸应符合 QC/T 487的有关规定。
5.3.2.2 专用运钞车应按防护级别配置不低于同级别的防撞保险杠,具体要求见表 3。

6 试验方法
6.1 运钞车的结构参数、基本性能及可靠性行驶试验按 QC/T 252的规定进行。
6.2 运钞车最高车速试验按 GB/T 12544的规定进行。
6.3 运钞车的加速性能试验按 GB/T 12543的规定进行。
6.4 运钞车最大爬坡度试验按 GB/T 12539的规定进行。
6.5 运钞车的防雨密封性按 QC/T 476的规定进行。
6.6 内饰件阻燃性试验按 GB 8410规定进行。
6.7 运钞车防护功能试验及保险杠防撞试验按 GA 164的规定进行。
6.8 运钞车强制性检验按有关标准的规定进行。
6.10 在距离警报器声源 1m 处用声级计测定其声级。声级计的声传感器应对准声源,并与声源处于同
一水平面上,测定前、后、左、右四个点的声级,求其平均值, 将检查结果计入附录 A的表 A.1。
6.11 运钞车的机械锁和密码锁打开后,用弹簧拉力计测定开启舱门的拉力和推力。
7 检验规则
7.1 出厂检验
7.1.1 运钞车须经制造厂质量检验部门进行检验,出厂的产品应符合本标准的要求。
7.1.2 运钞车出厂检验项目按企业设计文件进行,但需包括如下项目:
a) 外观;
b) 前照灯灯光光束位置调整;
7.2 型式检验
7.2.1 凡属下列情况之一者,应进行型式检验:
a) 新产品或老产品转厂生产的试制定型时;
b) 产品停产2年后恢复生产时;
c) 正式生产后,如结构、工艺或材料有重大改变,可能影响产品性能时;
d) 出厂检验结果与定型试验有重大差异时。
7.2.2 型式试验时,如果属 7.2.1中 a、b两种情况,应进行第 5章全部内容的试验;如果属 7.2.1
中 c、d两种情况,可仅对受影响项目进行检验。
8 标志、产品随带文件、使用说明书、运输与贮存
产品标志应符合GB 7258及GB/T 18411的有关规定。
8.2 产品随带文件
a) 底盘合格证;
b) 产品合格证;
c) 备附件清单;
d) 使用说明书。
8.3 使用说明书
使用说明书的编写应符合GB/T 9969的规定,其内容应包括以下部分:
a) 产品型号、名称;
c) 产品的主要用途和适用范围;
d) 技术特征;
e) 结构特征和工作原理;
f) 使用与操作;
g) 维护与保养;
h) 故障分析与排除。
8.4 运输
产品在铁路(或水路)运输时,以自驶(或拖曳)方式上、下车(船),必须用吊装方法装卸时,
应采用专用吊具,以免损伤产品。
车辆长期存放时,应停在具有防雨、防晒、防潮和消防设备的库房内,并按使用说明书的规定定期
进行维护和保养。

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces QC/T 254-1998 "Technical Conditions for Money Transport Vehicles" and QC/T 255-1998 "Test Methods for Protective Performance of Money Transport Vehicles"

This standard specifies the terms and definitions, product classification, technical requirements, test methods, inspection rules, marking, transportation,
Storage, etc.
This standard applies to vehicles that have been modified with a shaped automobile chassis, and is used to transport cash, gold, silver, and beads in the financial and security service industries.

3 terms and definitions
The following terms and definitions apply to this document.
3.1
Cash carrying vehicles
A van with anti-gun bullet shooting, anti-violent damage, alarm, and counterattack functions. It is a van specially designed to transport money or valuables.
3.2
Bullet block burst block
Various bulletproof composite boards used.
3.3
Penetrate through
The phenomenon of holes or breathable cracks in the test site is considered as penetration.
3.4
Drive cabin
A box body with a bullet-proof and anti-riot structure that is isolated from the banknote transport compartment in the banknote transport vehicle for the driver.
3.5
Escort in transportation cabin
As one.
3.6
Cash carrying cabin
Inside there is a device for storing banknotes and valuables (bags) fixedly, and a fully enclosed box body with a protective effect.
4 Product Categories
Banknote transport vehicles are divided into three types. light, medium and heavy according to the maximum loading mass and the available volume of the bank. The specific classification is shown in Table 1.

Note 1. Light-duty, medium-duty and heavy-duty banknote transport vehicles should meet the requirements of “loading quality” and “volume of banknote transport”.
Note 2. Loading mass includes passenger mass.
5 Requirements
5.1 Basic requirements
5.1.1 The banknote transport vehicle shall comply with the provisions of this standard and be manufactured in accordance with the product drawings and technical documents approved by the prescribed procedures.
5.1.2 Outsourced parts and outsourced parts shall meet the requirements of relevant standards, and have a product certificate, which can be used only after passing the inspection.
5.1.3 All exposed metal parts shall be treated with anti-corrosion and anti-rust, and the body coating shall comply with the requirements of QC/T 484. Bulletproof and anti-riot structure,
The door and compartment frame joints, the glass and the compartment frame joints must be surface-decorated, and there should be no bumps larger than 2 mm.
5.1.4 Fasteners shall be connected reliably and shall not be loose when driving.
5.1.5 The cockpit and escort cabin should be equipped with one set of fire extinguishers each. The fire extinguishers should be securely installed and easily accessible.
5.1.6 The vehicle door lock must not be opened automatically during driving. The lock should be flexible and reliable.
5.1.7 The exterior mirrors on the driver's side should be adjustable inside the vehicle.
