本标准按照GB/T 1.1-2009给出的规则起草。
本标准代替QC/T 254-1998《运钞车技术条件》及QC/T 255-1998《运钞车防护性能试验方法》,本
标准与QC/T 254-1998、QC/T 255-1998相比,主要技术变化如下:

1 范围
本标准规定了运钞车的术语和定义、产品分类、技术要求、试验方法、检验规则以及标志、运输、
贮存等内容。
本标准适用于采用已定型汽车底盘改装而成的车辆,用于金融、保安服务行业运输现金、金银、珠
宝、有价证券、重要凭证及其他重要物品。

3 术语和定义
下列术语和定义适用本文件。
3.1
运钞车 cash carrying vehicles
具有防枪弹射击、防暴力破坏及报警、反击功能,专门运送货币或贵重物品的厢式车。

4 产品分类
运钞车按最大装载质量和运钞舱可用容积分为轻型、中型、重型三种类型,具体分类见表1。
5 要求
5.1 基本要求
5.1.1 运钞车应符合本标准的规定,并按经规定程序批准的产品图样和技术文件制造。
5.1.2 外购件和外协件应符合有关标准的规定,并有产品合格证,经检验合格后方可使用。

5.1.4 紧固件应连接可靠,行驶时不得松动。
5.1.5 驾驶舱和押运舱应各配备 1套灭火器,灭火器应安装牢靠,并便于取用。
5.1.6 车辆门锁在行驶中不得自动开启,锁止应灵活可靠。
5.1.7 驾驶员侧的车外后视镜应在车内可调。
5.1.8 运钞车的外廓尺寸、轴荷及质量限值应符合 GB 1589的有关规定,厂定最大总质量和轴载质量
应符合原底盘的要求和有关规定。
5.1.9 轻、中型运钞车最高车速应不低于 100km/h,重型运钞车最高车速应不低于 90 km/h。
运钞车从静止加速至最高车速的 90%时的加速时间应不大于 50s。
5.1.11 运钞车最大爬坡度应不小于 25%。
5.1.12 运钞车的制动性能、操纵性能等整车运行安全技术要求应符合 GB 7258的规定。
5.1.13 照明和光信号装置应符合 GB 4785的规定。
5.1.14 运钞车的防雨密封性应符合 QC/T 476的规定。
5.1.15 运钞车连续行驶距离不小于 10 km,停车 5 min 后观察,油、水、气的连接部分不应有渗漏现象。
5.1.16 车内安装的各种电子装置应安装牢固,布置合理,安装支架要有表面防护处理,布线整齐,装饰要完整。
5.1.17 强制性检验项目的要求应符合汽车行业有关标准的规定。
5.2 结构及配置要求
5.2.1.1 所有舱体的内饰均应使用阻燃材料,内饰件阻燃性应符合 GB 8410的要求。
5.2.1.2 押运舱乘员座位应不少于 2个,座椅及其固定装置应符合 GB 15083的规定,座椅安全带应符
合 GB 14166、GB 14167的规定。
5.2.1.3 运钞舱应配备提款箱固定装置。
5.2.1.4 驾驶舱内不得配置视觉娱乐装置。用于辅助驾驶员对运钞车进行控制和导航的电视监视器或
类似装置(如舱门监视器)除外。
5.2.1.5 具有独立押运舱的运钞车,其押运舱右侧应有一门,押运舱和运钞舱之间应设置舱门。驾驶
舱、押运舱舱门应该设置副锁机构,舱门开启后,门体下垂不得大于 2mm,自然平推应可正常关门。
5.2.1.6 运钞车应设置不少于两个射击孔。
符合 GB 13094的规定。
5.2.1.8 押运舱应配有观察窗,并配有强制换气系统。
5.2.1.9 运钞舱舱门应配置两套锁具,锁具应符合 GA/T 73或 GA 374的有关要求;运钞车的锁具打开
后,开启舱门的拉力或推力应不大于 49 N。
5.2.2 运钞车应配备报警系统、通讯系统,且应满足下列要求:
5.2.2.1 报警系统、通讯系统应有隐蔽性,操作装置不应有明显标识。
5.2.2.2 警报器声级应在 110dB~120dB(A计权)范围内。
5.2.2.3 车载通讯设备应有进入专用通讯网络并符合系统要求的接口和通讯格式;驾驶舱内的人员应
能在不开启舱门的情况下,与车外和押运舱通话。

5.2.4 驾驶舱应配有监控设施,运钞舱舱门的开启在驾驶舱内应有明显标识。
5.2.5 车辆安全信息监控系统
5.2.5.1 运钞车应具备车辆安全信息实时监测功能,实时监测车辆的位置、速度、里程、油耗、胎压、
电瓶电量、故障代码、运钞舱载荷等相关信息,并可设置短信提醒。
5.2.5.2 运钞车宜具备车辆安全智能管理功能。通过实时检测车辆安全信息,车辆底盘故障、改装线
路故障等信息,根据车辆设置的保养间隔和提醒日期,可自动形成维保计划。
5.3 防护要求
运钞车应具有防破坏功能,防护能力分为A、B、C三个等级,各级防护性能要求见表2、表3。
6.1 运钞车的结构参数、基本性能及可靠性行驶试验按 QC/T 252的规定进行。
6.2 运钞车最高车速试验按 GB/T 12544的规定进行。
6.3 运钞车的加速性能试验按 GB/T 12543的规定进行。
6.4 运钞车最大爬坡度试验按 GB/T 12539的规定进行。
6.5 运钞车的防雨密封性按 QC/T 476的规定进行。
6.6 内饰件阻燃性试验按 GB 8410规定进行。
6.7 运钞车防护功能试验及保险杠防撞试验按 GA 164的规定进行。
6.8 运钞车强制性检验按有关标准的规定进行。
6.9 按照 5.1、5.2对运钞车的结构和配置的完整性逐条检查,将检查结果计入附录 A 的表 A.1。
一水平面上,测定前、后、左、右四个点的声级,求其平均值, 将检查结果计入附录 A的表 A.1。
6.11 运钞车的机械锁和密码锁打开后,用弹簧拉力计测定开启舱门的拉力和推力。
7 检验规则
7.1 出厂检验
7.1.1 运钞车须经制造厂质量检验部门进行检验,出厂的产品应符合本标准的要求。
7.1.2 运钞车出厂检验项目按企业设计文件进行,但需包括如下项目:
a) 外观;
b) 前照灯灯光光束位置调整;
c) 防雨密封性。
7.2.1 凡属下列情况之一者,应进行型式检验:
a) 新产品或老产品转厂生产的试制定型时;
b) 产品停产2年后恢复生产时;
c) 正式生产后,如结构、工艺或材料有重大改变,可能影响产品性能时;
d) 出厂检验结果与定型试验有重大差异时。
7.2.2 型式试验时,如果属 7.2.1中 a、b两种情况,应进行第 5章全部内容的试验;如果属 7.2.1
中 c、d两种情况,可仅对受影响项目进行检验。
8 标志、产品随带文件、使用说明书、运输与贮存
8.1 标志

8.3 使用说明书
使用说明书的编写应符合GB/T 9969的规定,其内容应包括以下部分:
a) 产品型号、名称;
b) 生产企业名称、详细地址;
c) 产品的主要用途和适用范围;
e) 结构特征和工作原理;
f) 使用与操作;
g) 维护与保养;
h) 故障分析与排除。
8.4 运输
产品在铁路(或水路)运输时,以自驶(或拖曳)方式上、下车(船),必须用吊装方法装卸时,
应采用专用吊具,以免损伤产品。
8.5 贮存
车辆长期存放时,应停在具有防雨、防晒、防潮和消防设备的库房内,并按使用说明书的规定定期

Preface
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces QC/T 254-1998 "Technical Conditions for Banknote Carriers" and QC/T 255-1998 "Test Methods for Protective Performance of Banknote Carriers".
Compared with QC/T 254-1998 and QC/T 255-1998, the main technical changes of the standard are as follows.
- Modified the scope (see 1,.1998 version 1);
- Modified the normative reference documents (see 2,.1998 edition 2);
- Modified the definition of cockpit and escort cabin (see 3.4, 3.5, 3.4 and 3.5 in.1998 edition);
- Added requirements for body coating (see 5.1.3);
- Added technical requirements for maneuverability, lighting and signaling devices (see 5.1.12, 5.1.13);
- Modify the requirements for rain-proof sealing (see 5.1.14, 5.1.13 of.1998 edition);

This standard specifies the terms and definitions, product classification, technical requirements, test methods, inspection rules, markings, transportation,

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Cash carrying vehicles
It is a van with anti-gunshot, anti-violent damage, alarm and counterattack functions, and specializes in transporting currency or valuables.
3.2
Burster block
Plates that can resist the penetration of projectiles and flying debris, including bullet-proof glass, bullet-proof steel plates and protective structural parts used in special vehicles

Penetrate through
The phenomenon of holes or air-permeable cracks appearing after the test part is neutralized is regarded as penetration.
3.4
Drive cabin
A bullet-proof and riot-proof body in the banknote transport vehicle for the driver to ride in and isolated from the banknote transport compartment.
3.5
Escort in transportation cabin
A bullet-proof and riot-proof compartment in the banknote transport vehicle for escorts to ride, and isolated from the banknote transport compartment. The escort cabin can be connected to the cockpit

Cash carrying cabin
There is a device for storing banknotes and valuables (bags), and a fully enclosed box with protective effect.
4 Product Classification
Cash transport vehicles are classified into three types. light, medium, and heavy according to the maximum loading quality and available volume of the cash transport compartment. See Table 1 for specific classifications.
5 requirements
5.1 Basic requirements
5.1.1 The cash transport vehicle shall comply with the provisions of this standard and be manufactured in accordance with the product drawings and technical documents approved by the prescribed procedures.
5.1.2 Outsourcing parts and outsourcing parts should comply with relevant standards and have product qualification certificates. They can be used only after passing the inspection.
The joints of the door and the carriage frame, and the joints of the glass and the carriage frame should be treated with surface decoration, and there should be no unevenness larger than 2 mm.
For the phenomenon of flatness, the decoration materials should be pasted firmly, flat and beautiful.
5.1.4 Fasteners should be connected reliably and must not be loosened during driving.
5.1.5 The cockpit and the escort compartment should each be equipped with a set of fire extinguishers, which should be installed firmly and easily accessible.
5.1.6 The vehicle door lock must not be opened automatically during driving, and the lock should be flexible and reliable.
5.1.7 The exterior mirror on the driver's side should be adjustable inside the car.
5.1.8 The outer dimensions, axle load and mass limit of the banknote transport vehicle shall comply with the relevant regulations of GB 1589.The maximum total mass and axle load mass are set by the factory.

5.1.9 The maximum speed of light and medium-sized cash transport vehicles shall not be less than 100km/h, and the maximum speed of heavy-duty cash transport vehicles shall not be less than 90 km/h.
The acceleration time of the cash transport vehicle from a standstill to 90% of the maximum speed should not exceed 50s.
5.1.11 The maximum climbing degree of the cash transport vehicle shall not be less than 25%.
5.1.12 The braking performance, handling performance and other safety technical requirements of the whole vehicle operation of the cash transport vehicle shall meet the requirements of GB 7258.
5.1.13 The lighting and light signal devices shall meet the requirements of GB 4785.
5.1.14 The rain-proof and airtightness of the cash transport vehicle shall meet the requirements of QC/T 476.
5.1.15 The continuous driving distance of the cash transport vehicle shall not be less than 10 km. After stopping for 5 minutes, observe that there should be no leakage at the connecting part of oil, water and gas.
5.1.16 The various electronic devices installed in the car should be installed firmly and reasonably arranged. The mounting bracket should have surface protection treatment, the wiring should be neat, and the decoration should be complete.
5.1.17 The requirements of mandatory inspection items shall comply with the relevant standards of the automobile industry.
5.2 Structure and configuration requirements
5.2.1.1 All cabin interiors shall use flame-retardant materials, and the flame retardancy of interior parts shall meet the requirements of GB 8410.
5.2.1.2 There should be no less than 2 occupant seats in the escort cabin, the seats and their fixing devices should meet the requirements of GB 15083, and the seat belts should comply with

5.2.5.1 The cash transport vehicle shall have the function of real-time monitoring of vehicle safety information, real-time monitoring of the vehicle’s position, speed, mileage, fuel consumption, tire pressure,
Relevant information such as battery power, fault code, and cash-carrying cabin load can be set up with SMS reminders.
5.2.5.2 The cash transport vehicle should have the function of intelligent vehicle safety management. Through real-time detection of vehicle safety information, vehicle chassis failure, modification line
Information such as road failures can automatically form a maintenance plan based on the maintenance interval and reminder date set by the vehicle.
5.3 Protection requirements
The banknote transport vehicle shall have the function of anti-sabotage, and its protection capability shall be divided into three levels. A, B, and C. The protection performance requirements of each level are shown in Table 2 and Table 3.
6.1 The structural parameters, basic performance and reliability driving test of the cash transport vehicle shall be carried out in accordance with the provisions of QC/T 252.
6.2 The maximum speed test of the cash transport vehicle shall be conducted in accordance with the provisions of GB/T 12544.
6.3 The acceleration performance test of the cash transport vehicle shall be conducted in accordance with the provisions of GB/T 12543.
6.4 The maximum gradeability test of the cash transport vehicle shall be conducted in accordance with the provisions of GB/T 12539.
6.5 The rainproof and airtightness of the cash transport vehicle shall be carried out in accordance with the provisions of QC/T 476.
6.6 The flame retardancy test of interior parts shall be carried out in accordance with GB 8410.
6.7 The protective function test and bumper anti-collision test of cash transport vehicles shall be carried out in accordance with GA 164.
6.8 Compulsory inspection of banknote transport vehicles shall be carried out in accordance with relevant standards.
6.9 Check the integrity of the structure and configuration of the cash transport vehicle one by one in accordance with 5.1 and 5.2, and include the inspection results in Table A.1 of Appendix A.
On a horizontal surface, measure the sound levels at four points on the front, back, left and right, find the average value, and include the inspection results in Table A.1 in Appendix A.
6.11 After the mechanical lock and code lock of the cash transport vehicle are opened, use a spring tension meter to measure the pulling force and pushing force of opening the door.
7 Inspection rules
7.1 Factory inspection
7.1.1 Banknote transport vehicles must be inspected by the manufacturer's quality inspection department, and the products delivered should meet the requirements of this standard.
7.1.2 The factory inspection items of banknote transport vehicles shall be carried out in accordance with the design documents of the enterprise, but shall include the following items.
a) Appearance;
b) Adjust the position of the headlamp light beam;
c) Rainproof and tightness.
7.2.1 Type inspection shall be carried out in any of the following situations.
a) When a new product or an old product is transferred to a factory for trial formulation;
b) When the product resumes production after 2 years of suspension;
c) After formal production, if there are major changes in structure, process or materials, which may affect product performance;
d) When there is a significant difference between the factory inspection result and the type test.
7.2.2 In the type test, if it belongs to the two cases a and b in 7.2.1, the test of all contents in Chapter 5 should be carried out; if it belongs to 7.2.1
In the two cases of c and d, only the affected items can be inspected.
8 Logo, product accompanying documents, instruction manual, transportation and storage
8.1 Logo
8.2 Documents accompanying the product
a) Chassis certificate;
c) Prepare a list of accessories;
d) Instructions for use.
8.3 Manual
The preparation of the instruction manual should comply with the provisions of GB/T 9969, and its content should include the following parts.
a) Product model and name;
b) The name and detailed address of the manufacturer;
c) The main purpose and scope of application of the product;
