前言
本标准的全部技术内容为强制性。
本标准代替GB 18401-2003《国家纺织产品基本安全技术规范》。本标准与GB 18401-2003相
比,主要技术内容变化如下:
---范围中增加“家用”,删除“使用”、删除“供需双方另有协议的除外”;
---第2章增加1项引用标准GB/T 23344;
---婴幼儿的年龄由24个月改为36个月;
---4.1的产品分类由A、B和C类代号改为直接以文字描述分类;
---表1中B类的pH值由4.0~7.5修改为4.0~8.5;
---表1的脚注a和b的产品明确为“非最终产品”;
---表1的脚注b增加了“本色及漂白产品不要求;扎染、蜡染等传统的手工着色产品不要求;耐唾
液色牢度仅考核婴幼儿纺织产品。”;

国家纺织产品基本安全技术规范
1 范围
本标准规定了纺织产品的基本安全技术要求、试验方法、检验规则及实施与监督。纺织产品的其他
要求按有关的标准执行。
本标准适用于在我国境内生产、销售的服用、装饰用和家用纺织产品。出口产品可依据合同的约定
执行。
注:附录A中所列举产品不属于本标准的范畴,国家另有规定的除外。

下列文件中的条款通过本标准的引用而成为本标准的条款。凡是注日期的引用文件,其随后所有
的修改单(不包括勘误的内容)或修订版均不适用于本标准,然而,鼓励根据本标准达成协议的各方研究

3 术语和定义
下列术语和定义适用于本标准。
4 产品分类
4.1 产品按最终用途分为以下3种类型:
---婴幼儿纺织产品;
---直接接触皮肤的纺织产品;
---非直接接触皮肤的纺织产品。
附录B给出了3种类型产品的典型示例。
4.2 需用户再加工后方可使用的产品(例如,面料、纱线)根据最终用途归类。
5 要求
5.1 纺织产品的基本安全技术要求根据指标要求程度分为A类、B类和C类,见表1。
5.2 婴幼儿纺织产品应符合A类要求,直接接触皮肤的产品至少应符合B类要求,非直接接触皮肤的
产品至少应符合C类要求,其中窗帘等悬挂类装饰产品不考核耐汗渍色牢度。
5.3 婴幼儿纺织产品必须在使用说明上标明“婴幼儿用品”字样。其他产品应在使用说明上标明所符
合的基本安全技术要求类别(例如,A类、B类或C类)。产品按件标注一种类别。
注:一般适用于身高100cm及以下婴幼儿使用的产品可作为婴幼儿纺织产品。
6 试验方法
6.1 甲醛含量的测定按GB/T 2912.1执行。
6.2 pH值的测定按GB/T 7573执行。
6.3 耐水色牢度的测定按GB/T 5713执行。
6.4 耐酸碱汗渍色牢度的测定按GB/T 3922执行。
6.6 耐唾液色牢度的测定按GB/T 18886执行。
6.7 异味的检测采用嗅觉法,操作者应是经过训练和考核的专业人员。
样品开封后,立即进行该项目的检测。检测应在洁净的无异常气味的环境中进行。操作者洗净双
手后戴手套,双手拿起样品靠近鼻孔,仔细嗅闻样品所带有的气味,如检测出有霉味、高沸程石油味(如
汽油、煤油味)、鱼腥味、芳香烃气味中的一种或几种,则判为“有异味”,并记录异味类别。否则判为“无
异味”。
应有2人独立检测,并以2人一致的结果为样品检测结果。如2人检测结果不一致,则增加1人检
测,最终以2人一致的结果为样品检测结果。
6.8 可分解致癌芳香胺染料的测定按GB/T 17592和GB/T 23344执行。
7 检验规则
7.1 从每批产品中按品种、颜色随机抽取有代表性样品,每个品种按不同颜色各抽取1个样品。
7.2 布匹取样至少距端头2m,样品尺寸为长度不小于0.5m的整幅宽;服装或其他制品的取样数量
应满足试验需要。
7.3 样品抽取后密封放置,不应进行任何处理。相关试验的取样方法参见附录D的取样说明。
7.4 根据产品的类别对照表1评定,如果样品的测试结果全部符合表1相应类别的要求(含有2种及
以上组件的产品,每种组件均符合表1相应类别的要求),则该样品的基本安全性能合格,否则为不合
格。对直接接触皮肤的产品和非直接接触皮肤的产品中重量不超过整件制品1%的小型组件不考核。
7.5 如果所抽取样品全部合格,则判定该批产品的基本安全性能合格。如果有不合格样品,则判定该

8.1 依据《中华人民共和国标准化法》及《中华人民共和国标准化法实施条例》的有关规定,从事纺织产
品科研、生产、经营的单位和个人,必须严格执行本标准。不符合本标准的产品,禁止生产、销售和进口。
8.2 依据《中华人民共和国标准化法》及《中华人民共和国标准化法实施条例》的有关规定,任何单位和
个人均有权检举、申诉、投诉违反本标准的行为。
8.3 依据《中华人民共和国产品质量法》的有关规定,国家对纺织产品实施以抽查为主要方式的监督检
查制度。
8.4 关于纺织产品的基本安全方面的产品认证等工作按国家有关法律、法规的规定执行。

Preface
All contents of this Standard are mandatory.
This Standard replaces GB 18401-2003 National General Safety Technical Code for
Textile Products. The main technical differences between this Standard and GB
18401-2003 are as follows.
• “Home use” has been added to the scope of application, and “Use” and “Except
when otherwise agreed by both demand and supply parties” have been deleted;
• Quoted standard of GB/T 23344 has been added to Chapter 2;
• Infant age has been altered from 24 months to 36 months;
• Product 4.1 categorization from A, B and C coding has been changed to a verbal
description;
• The pH value in category B of Table 1 has been changed from 4.0~7.5 to 4.0~8.5;
• Products in Footnotes a and b of Table 1 have been confirmed to be “non-end
products”;
• Footnote c of Table 1 has been updated, with the limit value for decomposable
carcinogenic arylamine set to ≤20mg/kg;
• Note 5.2 has been updated to include “regulations governing exemption from
testing for colorfastness to perspiration for hanging products such as curtains”;
• Note 5.3 has been updated to include “product categorization by piece”, and the
80 cm measurement in the Note has been changed to 100 cm;
• The examination limit set in 6.8 has been deleted;
• Footnote 7.4 has been added to the main texts;

This Standard only specifies requirements for the general safety of textile products;

National General Safety Technical Code
For Textile Products
1. Scope
This Standard specifies the general safety technical requirements for textile products,
test methods, testing, implementation and supervision principles. Other requirements
for textile products shall be implemented according to the relevant standards.
This Standard is applicable to the manufacture and sale of garment, decorations and
household textile products. Products for export shall be implemented according to the
clauses in the respective agreements.
Note. Products listed in Appendix A do not fall under the categories of this Standard, unless otherwise

3. Terms and definitions
The following terms and definitions are applicable to this Standard.
3.1 Textile products
The products of which the main materials comprise of natural and chemical fibers; that
are processed by using procedures such as reeling, knitting, and dyeing, combined
with stitching and compounding processes. Examples include yarn, textile and their
finished products.
The fundamental specification that is required to ensure that fabric products are not
harmful to human health.
3.3 Textile products for infants
The textile products that are worn or used by infants at/below 36 months of age.
3.4 Textile products with direct contact to skin
The textile products with large areas in direct contact with human skin when worn or
used.
3.5 Textile products without direct contact to skin
The textile products with little or no area in direct contact with human skin when worn

4.1 Products are sorted by end use into three categories.
• Textile products for infants
• Textile products with direct contact to skin
• Textile products without direct contact to skin
4.2 Products that can only be used after further processing by the customer (such as.
7. Inspection rules
7.1 Representative samples shall be randomly selected from every batch of products
by category and color. One sample is then selected for each different color within

of garments or other products shall satisfy the requirements of the determination

7.3 Following sample selection, the goods shall be sealed such that they are airproof.

sampling manual in Appendix D.
7.4 An assessment shall be performed by product category in accordance with Table
1. If the results of the product determination all satisfy the corresponding requirements

general safety technical specifications; otherwise they will fail to do so. No
determination process is required for small components with a total weight of less
than 1% of the whole product that come into contact with skin either directly or
non-directly.
7.5 If the selected samples are all conformant, the batch of products shall be
determined to be conformant with the general safety technical specifications. In the
event of any non-conformant samples, the product category or color represented by
the sample shall be determined as non-conformant.
8.1 Entities and individuals engaged in textile product research, production and
trading shall strictly implement this Standard in line with the Standardization Laws of
the People's Republic of China and the Regulations for the Implementation of the
Standardization Laws of the People's Republic of China. The production, sale or
importation of products that do not comply with this Standard are forbidden.
8.2 In line with the Standardization Laws of the People's Republic of China and the
Regulations for the Implementation of the Standardization Laws of the People's
Republic of China, any entity or individual is entitled to file a report, appeal or
complaint against actions in breach of this Standard.
