1 范围
本标准规定了铁合金单位产品能源消耗(以下简称能耗)限额的术语和定义、技术要求、统计范围、
计算方法。
本标准适用于铁合金矿热炉生产的硅铁、电炉高碳锰铁(仅限于采用无熔剂法或少熔剂法冶炼工艺
生产的高碳锰铁)、锰硅合金、高碳铬铁及铁合金高炉生产的高炉锰铁等5个品种的单位产品能耗的计
算、考核,以及新建、改扩建项目的能耗控制。

下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件,仅注日期的版本适用于本文
件。凡是不注日期的引用文件,其最新版本(包括所有的修改单)适用于本文件。

3 术语和定义
GB/T 12723界定的以及下列术语和定义适用于本文件。
3.1
铁合金单位产品综合能耗
在报告期内,铁合金企业每生产1标准吨(按主要元素的标准成分折算)合格铁合金产品所消耗的
各种能源。
3.2
铁合金单位产品冶炼电耗
在报告期内,铁合金矿热炉生产企业每生产1标准吨(按主要元素的标准成分折算)合格铁合金产
品冶炼过程的耗电量,不包括原料处理、出铁、浇铸、精整等过程消耗的电量。
3.3
铁合金单位产品焦炭消耗
在报告期内,铁合金高炉生产企业每生产1标准吨(按主要元素的标准成分折算)合格铁合金产品
消耗的焦炭量。
4 能耗限额等级
铁合金生产企业单位产品能耗限额指标包括单位产品冶炼电耗、焦炭消耗和单位产品综合能耗,其
能耗限额等级见表1和表2,其中1级能耗最低。
5 技术要求
5.1 铁合金生产企业单位产品能耗限定值
现有铁合金生产企业单位产品能耗限额限定值指标包括单位产品冶炼电耗、焦炭消耗和单位产品
综合能耗,其限定值应不大于表1和表2中的3级能耗指标。
5.2 铁合金生产企业单位产品能耗准入值
新建及改扩建的铁合金矿热电炉采用矮烟罩半封闭或全封闭型,容量不小于25MV·A(革命老
区、民族地区、边疆地区、贫困地区矿热电炉容量不小于12.5MV·A);锰铁高炉容积不小于300m3。
新建或改扩建铁合金生产企业的单位产品能耗准入值指标包括单位产品冶炼电耗、焦炭消耗和单
位产品综合能耗,其限定值应不大于表1和表2中的2级能耗指标。
6 统计范围和计算方法
6.1 统计范围及能源折算系数取值原则
6.1.1 统计范围
6.1.1.1 铁合金单位产品综合能耗统计范围
矿热炉生产铁合金企业综合能耗,应包括用于加热炉料,维持正常炉况耗用的冶炼电力能源耗用量
(含冶炼电、烘炉电和洗炉电);生产加工过程动力能源耗用量(含原料准备、输送、冶炼、合金浇注、精整、物料与合金运输,及辅助设施的动力电、照明电等);用于还原矿石所需的碳质还原剂(小颗粒冶金焦或小颗粒兰炭)耗用量,以及扣除回收并外供的二次能源(如回收煤气、余热等)量。
6.1.1.2 铁合金单位产品冶炼电耗统计范围
铁合金产品冶炼电耗量,应包括产品冶炼过程中的冶炼耗电和洗炉电,但不包括生产时的烘炉电、
动力电、照明电等,以矿热炉变压器高压侧的电表计量值为准。
6.1.1.3 铁合金单位产品焦炭消耗统计范围
铁合金产品焦炭消耗量,是指产品冶炼过程中的焦炭消耗量,不包括食堂、浴室等生活设施消耗的
焦炭量。
6.1.1.4 铁合金产品产量统计
铁合金产品产量按该产品主要元素标准成分折算的精整后入库成品量计。
6.1.2 能源折算系数取值原则
各种能源的热值以企业在报告期的实测热值为准。没有实测条件的,参见附录A中各种能源的折
标准煤系数推荐值。

Foreword
This Standard was drafted as per the rules specified in GB/T 1.1-2009.
This Standard replaced GB 21341-2008 The Norm of Energy Consumption per Unit
Product of Ferroalloy. Compared with GB 21341-2008, this Standard has the major
technical changes as follows besides the editorial modifications.
--- Add the energy consumption limit level;
--- Delete the advanced value of energy consumption and energy conservation
management and measures;
--- Retain the energy consumption limit index of power equivalent value under the
conversion factor, which is revised; cancel the energy consumption limit index of
power equal value under conversion factor;
--- Supplement and improve the “electro-furnace ferromanganese” by “electro-
furnace high-carbon ferromanganese”; define it as the smelting process of flux-
free method (or less flux method);
--- Supplement and improve the definitions of “comprehensive energy consumption
per unit product of ferroalloy” and “smelting electricity consumption per unit
product of ferroalloy”;
--- Add the definition, statistical range and calculation formula of “coke consumption
per unit product of ferroalloy”;
--- Modify the calculation formula of “smelting electricity consumption per unit
product of ferroalloy”;
--- Modify the capacity requirements for the newly-reconstructed ferroalloy ore
furnace, and the terms of refining furnace;
--- Supplement and improve the “statistical range”;
--- Propose the value-taking principle for the energy conversion coefficient and
modify the corresponding recommended value.
This Standard was proposed by Resource Conservation and Environment Protection
Department of National Development and Reform Commission, and MIIT’s
Department of Energy Conservation and Comprehensive Utilization.
This Standard shall be under the jurisdiction of Standardization Administration of the
People’s Republic of China.
The Norm of Energy Consumption
per Unit Product of Ferroalloy
1 Scope
This Standard specifies the terms and definitions, technical requirements, statistical
range and calculation method of the norm of energy consumption per unit product of
ferroalloy (hereinafter referred to as energy consumption).
This Standard is applicable to the calculation and audit of per unit energy consumption
for the following 5 kinds of products such as ferrosilicon produced in the ferroalloy ore
furnace, high-carbon ferromanganese in electro-furnace (only limited to the high-
carbon ferromanganese adopting the smelting process of flux-free method or less flux
method), manganese-silicon alloy, high-carbon ferrochrome and ferromanganese in
the blast furnace produced by ferroalloy blast furnace, as well as the energy
consumption control for the newly-built or re-built projects.

GB/T 12723 General Principles of Stipulation of Energy Consumption Norm for
Unit Product
3 Terms and Definitions
The following terms and definitions and those ones stipulated in GB/T 12723 are
applicable to this document.
3.1 Comprehensive energy consumption per unit product of ferroalloy
enterprises to produce 1 standard ton (convert as per the standard composition of the
major elements) of qualified ferroalloy products.
6.1.1 Statistical range
6.1.1.1 Statistical range for comprehensive energy consumption per unit
product of ferroalloy
The comprehensive energy consumption for enterprise of ferroalloy produced in ore
heat furnace shall include smelting electricity consumption for heating the furnace
materials to maintain the normal furnace conditions (including smelting electricity,
furnace-baking electricity, furnace-washing electricity); power energy consumption
transportation, smelting, alloy casting, finishing, transportation of material and alloy,
power electricity and illumination electricity for auxiliary facilities, etc.); the
consumption of carbonaceous reducing agent (small grained metallurgical coke or
small grained blue coal) required for the reduction of ore; the amount of secondary
energy (such as recycled coal gas, waste heat, etc.) for recycling and external supply
that shall be deducted.
6.1.1.2 Statistical range for smelting electricity consumption per unit product
of ferroalloy
The smelting electricity consumption of ferroalloy product shall include smelting
however, it excludes the furnace-baking electricity, power electricity, illumination
electricity, etc. during the producing process; it shall be subjected to the measuring
value of the electricity meter on the high-voltage side of the transformer in the ore heat
furnace.
6.1.1.3 Statistical range for coke consumption per unit product of ferroalloy
The coke consumption of ferroalloy product shall include coke consumption during the
product smelting process; it excludes the coke consumption in the living facilities such
as canteens, bathrooms, etc.
6.1.1.4 Ferroalloy product production statistics
products in the warehouse after such product’s standard compositions of the major
elements are converted and finished.
6.1.2 Value-taking principle for energy conversion coefficient
The heat value of various energy sources shall be subjected to the actually measured
heat value during the reporting period of the enterprise. If there are no actual
measurement conditions, please refer to Appendix A for the recommended value of
standard coal coefficient converted by various energy resources.
