1 范围
本标准规定了食品接触材料及制品的基本要求、限量要求、符合性原则、检验方法、可追溯性和产品
信息。
本标准适用于各类食品接触材料及制品。
2 术语和定义
2.1 食品接触材料及制品
在正常使用条件下,各种已经或预期可能与食品或食品添加剂(以下简称食品)接触、或其成分可能
转移到食品中的材料和制品,包括食品生产、加工、包装、运输、贮存、销售和使用过程中用于食品的包装材料、容器、工具和设备,及可能直接或间接接触食品的油墨、粘合剂、润滑油等。不包括洗涤剂、消毒剂和公共输水设施。
2.2 复合材料及制品
由不同材质或相同材质材料通过粘合、热熔或其他方式复合而成的两层或两层以上食品接触材料
及制品。
2.3 组合材料及制品
由两种或两种以上不同材质或相同材质的材料以装配、焊接、镶嵌等方式组合而成的食品接触材料
及制品。
2.4 总迁移量
从食品接触材料及制品中迁移到与之接触的食品模拟物中的所有非挥发性物质的总量,以每千克
食品模拟物中非挥发性迁移物的毫克数(mg/kg),或每平方分米接触面积迁出的非挥发性迁移物的毫
克数(mg/dm2)表示。对婴幼儿专用食品接触材料及制品,以mg/kg表示。
2.5 总迁移限量(OML)
从食品接触材料及制品中迁移到与之接触的食品模拟物中的所有非挥发性物质的最大允许量,以
每千克食品模拟物中非挥发性迁移物的毫克数(mg/kg),或每平方分米接触面积迁出的非挥发性迁移
物的毫克数(mg/dm2)表示。对婴幼儿专用食品接触材料及制品,以mg/kg表示。
2.6 最大使用量
在生产食品接触材料及制品时所加入的某种或某类物质的最大允许量,以质量分数(%)表示。
2.7 特定迁移量
从食品接触材料及制品中迁移到与之接触的食品或食品模拟物中的某种或某类物质的量,以每千
克食品或食品模拟物中迁移物质的毫克数(mg/kg),或食品接触材料及制品与食品或食品模拟物接触
的每平方分米面积中迁移物质的毫克数(mg/dm2)表示。
2.8 特定迁移限量(SML)
从食品接触材料及制品迁移到与之接触的食品或食品模拟物中的某种或某类物质的最大允许量,
以每千克食品或食品模拟物中迁移物质的毫克数(mg/kg),或食品接触材料及制品与食品或食品模拟
物接触的每平方分米面积中迁移物质的毫克数(mg/dm2)表示。
2.9 特定迁移总量
从食品接触材料及制品中迁移到与之接触的食品或食品模拟物中的两种或两种以上物质的总量,
以每千克食品或食品模拟物中指定的某种或某类迁移物质(或基团)的毫克数(mg/kg),或食品接触材
料及制品与食品或食品模拟物接触的每平方分米面积中指定的某种或某类迁移物质(或基团)的毫克数
(mg/dm2)表示。
2.10 特定迁移总量限量[SML(T)]
从食品接触材料及制品中迁移到与之接触的食品或食品模拟物中的两种或两种以上物质的最大允
许总量,以每千克食品或食品模拟物中指定的某种或某类迁移物质(或基团)的毫克数(mg/kg),或食品
接触材料及制品与食品或食品模拟物接触的每平方分米面积中指定的某种或某类迁移物质(或基团)的
毫克数(mg/dm2)表示。
2.11 残留量
食品接触材料及制品中某种或某类残留物质的量,以每千克食品接触材料及制品中残留物质的毫
克数(mg/kg),或食品接触材料及制品与食品接触的每平方分米面积中残留物质的毫克数(mg/dm2)
表示。
2.12 最大残留量(QM)
食品接触材料及制品中某种或某类残留物质的最大允许量,以每千克食品接触材料及制品中残留
物质的毫克数(mg/kg),或食品接触材料及制品与食品接触的每平方分米面积中残留物质的毫克数
(mg/dm2)表示。
2.13 非有意添加物质
食品接触材料及制品中含有的非人为添加的物质,包括原辅材料带入的杂质,在生产、经营和使用
等过程中的分解产物、污染物以及残留的反应中间产物。
2.14 有效阻隔层
食品接触材料及制品中由一层或多层材料组成的屏障,该屏障用于阻止其后的物质迁移到食品中,
保证迁移到食品中的未经批准的物质量不超过0.01mg/kg,且食品接触材料及制品在推荐的使用条件
下与食品接触时符合本标准3.1和3.2的要求。
3 基本要求
3.1 食品接触材料及制品在推荐的使用条件下与食品接触时,迁移到食品中的物质水平不应危害人体
健康。
3.2 食品接触材料及制品在推荐的使用条件下与食品接触时,迁移到食品中的物质不应造成食品成
分、结构或色香味等性质的改变,不应对食品产生技术功能(有特殊规定的除外)。
3.3 食品接触材料及制品中使用的物质在可达到预期效果的前提下应尽可能降低在食品接触材料及
制品中的用量。
3.4 食品接触材料及制品中使用的物质应符合相应的质量规格要求。
3.5 食品接触材料及制品生产企业应对产品中的非有意添加物质进行控制,使其迁移到食品中的量符
合本标准3.1和3.2的要求。
3.6 对于不和食品直接接触且与食品之间有有效阻隔层阻隔的、未列入相应食品安全国家标准的物
质,食品接触材料及制品生产企业应对其进行安全性评估和控制,使其迁移到食品中的量不超过
0.01mg/kg。致癌、致畸、致突变物质及纳米物质不适用于以上原则,应按照相关法律法规规定执行。
3.7 食品接触材料及制品的生产应符合GB 31603的要求。
4 限量要求
4.1 一般要求
食品接触材料及制品的总迁移量,物质的使用量、特定迁移量、特定迁移总量和残留量等应符合相
应食品安全国家标准中对于总迁移限量、最大使用量、特定迁移限量、特定迁移总量限量和最大残留量等的规定。
4.2 特殊要求
4.2.1 对于同时列在GB 9685和产品标准中的同一(组)物质,食品接触材料及制品终产品中该(组)物
质应符合相应限量的规定,限量值不得累加。

5 符合性原则
5.1 食品接触材料及制品中原料的使用应符合相应产品的食品安全国家标准和相关公告的规定。
5.2 食品接触材料及制品中添加剂的使用应符合GB 9685和相关公告的规定。
5.3 食品接触材料及制品应符合相应产品的食品安全国家标准的规定。
6 检验方法
6.1 食品接触材料及制品的迁移试验应符合GB 31604.1和GB 5009.156的规定。当产品的食品安全
国家标准中有特殊规定时,按照产品标准的规定执行。
情况下,可以采用经充分技术验证的其他检验方法。
7 可追溯性
7.1 食品接触材料及制品生产企业应建立产品追溯体系,保证食品接触材料及制品在各阶段的可追
溯性。
7.2 追溯体系应保证能够获得食品接触材料及制品的来源和去向信息、相关物质或材料的合规性
信息。
8 产品信息
8.1 产品标识信息应清晰、真实,不得误导使用者。
8.2 产品应提供充分的产品信息,包括标签、说明书等标识内容和产品合格证明,以保证有足够信息对

地址和联系方式,生产日期和保质期(适用时)等内容。

8.5 食品接触材料及制品终产品除应符合上述要求外,还应注明“食品接触用”“食品包装用”或类似用
语,或加印、加贴调羹筷子标志(具体见附录A),有明确食品接触用途的产品(如筷子、炒锅等)除外。有
特殊使用要求的产品应注明使用方法、使用注意事项、用途、使用环境、使用温度等。对于相关标准明确
规定的使用条件或超出使用条件将产生较高食品安全风险的产品,应以特殊或醒目的方式说明其使用
条件,以便使用者能够安全、正确地对产品进行处理、展示、贮存和使用。
技术原因无法将信息全部显示在产品或产品标签上时,可显示在产品说明书或随附文件中。

1 Scope
This standard specifies the basic requirements, limits, compliance principles,
inspection methods, traceability and product information for food contact
materials and articles.
This standard applies to all kinds of food contact materials and articles.
2 Terms and definitions
2.1 Food contact materials and articles
It refers to, under normal conditions of use, the materials and articles that have
been or are expected to be in contact with food or food additives (hereinafter
referred to as food) OR whose ingredients may be transferred into food,
including the packaging materials, vessels, and tools and equipment used for
food in the food production, packaging, transportation, storage, sale, and use
process, as well as the inks, adhesives, and lubricants, etc., which may directly
or indirectly contact food. It excludes detergents, disinfectants and public water
delivery facilities.
2.2 Composite materials and articles
It refers to the food contact materials and articles of two or more layers
composited from different materials or same materials through bonding, hot
fusion, or other methods.
2.3 Combination materials and articles
It refers to the food contact materials and articles of two or more layers
combined from different materials or same materials through assembly,
welding, and inlaying, etc.
2.4 Total migration
It refers to the total amount of all nonvolatile matter migrating from food contact
materials and articles to the food simulant in contact with them, expressed in
milligrams of nonvolatile migrants per kilogram of food simulant (mg/kg), OR
7 Traceability
7.1 Food contact materials and articles manufacturing enterprises shall
establish a product traceability system to ensure that food contact materials
and articles at all stages are traceable.
7.2 The traceability system shall ensure the access of the source and
destination information of the food contact materials and articles AND the
compliance information of the relevant substances and materials.
8 Product information
8.1 Product identification information shall be clear and true, AND shall not
mislead the user.
8.2 The product shall provide sufficient product information, including labels,
instructions and other product identification information AND product
certification, to ensure that there is sufficient information to conduct safety
assessment against food contact materials and articles.
8.3 The identification shall include the name of the product, the material, the
declaration of conformity to the relevant regulations and standards, the name,
address and contact information of the manufacturer and/or distributor, the
date of manufacture, and the shelf life (if applicable).
8.4 Declaration of conformity shall include the laws and regulations to be
followed, the list of substances having limit requirements, and the conformity of
total migration (molded products only).
8.5 The food contact materials and articles shall, in addition to complying with
packaging”, or similar terms, OR otherwise be printed or attached with a spoon
chopsticks marking (SEE Appendix A), except for the products with clear food
contact purposes (such as chopsticks, wok, etc.). As for the products with
special requirements of use, it shall indicate the method of use, precautions of
use, application, environment of use, and temperature of use, etc. As for the
product with the conditions of use clearly specified in relevant standards OR
beyond the conditions of use may cause high food safety risks, it shall use
special or eye-catching methods to indicate the conditions of use, in order to
make the user safely and correctly handle, exhibit, store, and use such
