1 范围
本标准适用于制作食品接触用塑料材料及制品的树脂及树脂共混物,包括未经硫化的热塑性弹性
体树脂及其共混物。
2 术语和定义
2.1 树脂
以低相对分子质量的单体及其他起始物为主要原料,通过加成聚合、缩合聚合、微生物发酵聚合等
聚合反应合成的大分子物质以及化学改性的天然大分子物质,又称聚合物。
2.2 树脂共混物
两种或两种以上具有相同或不同化学结构、物理状态的聚合物,通过物理和/或化学方法进行混合
而形成的宏观上均匀连续的固体高分子材料,且每种聚合物均可作为树脂材料及其制品的主要结构组
分或相,又称聚合物共混物或聚合物合金。
3 基本要求
食品接触用塑料树脂应符合GB 4806.1的规定。
4 技术要求
4.1 原料要求
4.1.1 生产食品接触用塑料树脂的原料应能确保塑料制品在正常及预期使用条件下不会对人体健康
产生危害。
4.1.2 允许使用的树脂应符合附录A及相关公告的规定。
4.2 感官要求
感官要求应符合表1的规定。
4.3 理化指标
单体及其他起始物的特定迁移限量、特定迁移总量限量、最大残留量等理化指标应符合附录A及
相关公告的规定。
4.4 添加剂
添加剂应符合GB 9685及相关公告的规定。
5 其他
5.1 迁移试验
迁移试验应按GB 31604.1和GB 5009.156的规定执行。
5.2 标签标识
5.2.1 标签标识除符合GB 4806.1的规定外,还应按照附录A在产品标签、说明书或附带文件中标示
树脂名称,聚合物共混物应标示所有树脂的名称。
5.2.2 供应链各环节应确保安全信息的传递,确保对影响食品安全的有害物质相关信息的可追溯。

A.1 表A.1规定了允许使用的塑料树脂及使用要求。
A.2 GB 9685-2016附录B中特定迁移总量限量[SML(T)]及SML(T)分组编号适用于本标准。

Foreword
The standard replaces GB 4803-1994 “Hygienic standard for polyvinyl chloride
resin used as food container and packaging material”, GB 9691-1988 “Hygienic
standard for polyethylene resin used as food packaging material”, GB 9692-
1988 “Hygienic standard for polystyrene resin used as food packaging material”,
GB 9693-1988 “Hygienic standard for polypropyrene resin used as food
packaging material”, GB 13114-1991 “Hygienic standard for polyethylene
terephthalate resin used as food containers and packaging materials”, GB
13116-1991 “Hygienic standard for polycarbonate resin used as food containers
and packaging materials”, GB 15204-1994 “Hygienic standard of vinylidene
chloride-vinyl chloride copolymer resins for food containers and packaging
materials”, the resin part of GB 13115-1991 “Hygienic standard for unsaturated
polyester resin and glass fiber reinforced plastics used as food containers and
packaging materials”, GB 16331-1996 “Hygienic standard of nylon 6 resin for
food packaging material”, AND the relevant parts on plastic resin in the
“Announcement on the publication of the list of 107 resins available for food
packaging material including polyhexamethylene adipamide” (No.23
announcement in 2011, original Ministry of Health).
This standard, as compared with the above standards and announcements, has
the following main changes.
- MODIFY the standard name into “National Food Safety Standard - Plastic
Resin used in food-contact”;
- MODIFY the scope;
- ADD terms and definitions;
- ADD the basic requirements;
- ADD the raw material requirements;
- MODIFY the physical and chemical indicators;
- ADD the general requirements for migration test;
- ADD the marking requirements;
- ADD Appendix A.

Plastic Resin used in food-contact
1 Scope
This standard applies to the resin and resin blends used for the production of
food contact plastic materials and products, including non-vulcanized
thermoplastic elastomer resin and its blends.
2 Terms and definitions
2.1 Resin
It refers to the macromolecular substances AND the chemically modified natural
macromolecules, also known as polymers synthesized by the polymerization
reaction such as addition polymerization, condensation polymerization and
microbial fermentation polymerization, using the monomers with lower relative
molecular mass and other starting materials as the main materials.
2.2 Resin blends
It refers to the macroscopically uniform solid polymer materials as formed by
physical and/or chemical mixing of two or more polymers having the same or
different chemical structures and physical states, with each polymer being used
as the main structural components or phases of the resin material and its
product, which is also known as polymer blends or polymer alloys.
3 Basic requirements
Food contact plastic resin shall comply with the requirements of GB 4806.1.
4 Technical requirements
4.1.1 Raw materials for the production of the food contact plastic resin shall
ensure that under normal and expected conditions of use, it shall not harm to
human health.
Appendix A
Plastic resin allowed to use and use requirements
A.1 Table A.1 specifies the plastic resin allowed for use AND the use
requirements.
A.2 The specific migration total limit [SML (T)] and SML (T) grouping number in
Appendix B of GB 9685-2016 apply to this standard.
