1 范 围
本标准规定了道路运输易燃液体罐式车辆上安装的人孔盖的术语和定义、要求、试验方法、检验
规则和标识。
本标准适用于运输 GB 6944 规定的、在50 C时蒸汽压力不大于110 kPa(绝对压力)的第三类易
燃液体,但不包括其中的液态退敏爆炸品或具有毒害性、腐蚀性介质的道路运输罐式车辆上安装的
人孔盖。

下列文件对于本标准的应用是必不可少的。凡是注日期的引用文件,仅注日期的版本适用于本

3 术语和定义
下列术语和定义适用于本标准。
3.1
人孔 manhole
罐体上允许操作人员进出的开孔。
3.2
人孔盖 manhole cover
封闭人孔的盖板,打开后人员可通过人孔进出罐体。
3.3
人孔座圈 manhole cover neck ring
罐体上的结构件,用于人孔盖的固定连接。
3.4
人孔盖势圈 manhole cover gasket
人孔盖和人孔座圈之间的密封元件。
3.5
紧急泄放装置 emergency pressure limiting device
罐体内压力异常时,快速泄放罐内压力的装置。
3.6
紧急泄放压力 emergency relief pressure
紧急泄放装置所设定的泄放压力。
3.7
注料口 feed port
人孔盖上用于介质注入罐内的开口。
3.8
二级开启装置 secondary opening safety device
在注料口完全打开前,提前释放罐内蒸汽压的装置。
4 技术要求
4.1 基本要求
4.1.1 人孔盖应符合本标准要求,并按产品图纸和技术文件制造。
4.1.2 人孔盖所应用的原材料、外购件、外协件等零部件应符合相关标准的规定,并经生产制造厂
家验收合格后方可使用。
4.2 结构和功能要求
4.2.1 人孔盖应带有注料口、紧急泄放装置。
4.2.2 注料口应可完全打开,并设有二级开启装置。
4.2.3 人孔盖应带有安装油气回收阀、防溢流传感器、呼吸阀等阀件的备用接口。
4.2.4 紧急泄放装置应设计为能防止液体堆积而造成结冰等的结构。
4.2.5 当关闭时,保持人孔盖处于密封状态,防止液体或气体流出罐体。
4.2.6 当罐内压力低于泄放压力时,回复到关闭状态。
4.3 材料
4.3.1 材料的选用必须充分考虑其与所接触介质的相容性。
4.3.2 人孔盖宜采用铝合金、不锈钢或碳钢制造,不允许采用非金属材料制造。
4.4 尺寸规格
4.4.1 公称直径应不小于 500
4.4.2 人孔盖与人孔座圈连接面的尺寸应符合附录 A 的要求。
4.4.3 紧急泄放装置的通径应不小于 250mm。
4.4.4 人孔盖上所安装的任何部件的高度不应高于人孔盖安装密封面 150
4.5 设计温度范围
人孔盖的设计温度一般为-20~50 °C,当有特殊环境要求时,设计温度宜为 40~70°C。
4.6 压力设置
4.6.1 人孔盖的公称压力级别不小于 65 kPa。
4.6.2 人孔盖紧急泄放压力值应在 21kPa~35kPa。
4.7 人孔盖与座圈密封性
人孔盖在 1.5 倍公称压力下,泄漏率应满足附录 B中等级 A 的要求。
4.8 紧急泄放密封性
4.8.1 在大于或等于 21kPa 压力下,人孔盖泄漏率应满足附录 B中等级 B的要求。
4.8.2 在 16.8 kPa 压力下,人孔盖泄漏率应满足附录 B中等级 A 的要求。
4.9 坠落密封性
4.9.1 人孔盖在坠落后 1 min 内,其泄漏率应满足附录 B中等级 F的要求。
4.9.2 经坠落试验后,人孔盖包括安装在上面的配件不得有可见泄漏。
4.1 0 强度
人孔盖在 200 kPa 或 3倍公称压力两者中较大值的压力下,应无明显可见变形、损伤。
4.11 导静电电阻
人孔盖上任何一个可能与介质接触的导电零部件与人孔盖之间的电阻不得大于 10。
4.1 2 操作性
人孔盖二级开启装置应能灵活开启和关闭,无卡阻现象。
5 试验方法
5.1 试验数量
5.2 人孔盖与座圈密封试验
5.2.1 试验介质应是空气、氮气或其他惰性气体之一。试验介质的温度应在 5 °C~40。
5.2.2 保持试验压力的持续时间不得少于 60 s。
5.2.3 试验过程应按照下述顺序进行:
a) 将人孔盖安装在试验装置上,使人孔盖安装状态与其正常工作时状态一致
b) 将测试压力缓慢升至规定的试验压力,保压规定时间
c) 检查人孔盖与座圈之间密封面的泄漏情况。
5.3 紧急泄放密封试验
5.3.1 试验介质应是水、空气、氮气或其他惰性气体之一。试验介质的温度应在 5 °C~40 °C。
5.3.3 试验过程应按照下述顺序进行:
a) 将装配好紧急泄放装置的人孔盖安装在试验装置上,使人孔盖安装状态与其正常工作时状
态一致
b) 将测试压力缓慢升至大于或等于 21 kPa,保压规定时间
c) 检査人孔盖紧急泄放装置的泄漏情况;
d) 将测试压力降至 16.8 kPa,保压规定时间
e) 检査人孔盖紧急泄放装置的泄漏情况。
5.4 紧急泄放装置泄放压力试验
5.4.1 试验介质应是空气、氮气或其他惰性气体之一。试验介质的温度应在 5C~40 °C。
a) 将装配好紧急泄放装置的人孔盖安装在试验台上,使人孔盖安装状态与其正常工作时状态
一致
b) 将测试压力缓慢升至 4.6.2规定的紧急泄放压力。
5.5 坠落试验
5.5.1 试验设备。
坠落试验设备主体为一容器,在容器侧面有一用于安装测试人孔盖的法兰。实验设备应满足以
F要求:
a) 坠落试验设备的尺寸、公差、特征结构应符合附录 C 所示
b) 支脚应为整体钢制,不能与其他材料复合或采用避震设计以吸收冲击能量;
d) 提升和释放装置应能保证冲击试验设备能够被提升到指定试验高度,并从该高度自由
坠落;
e) 提升和导向装置不能影响测试设备的自由坠落;
f) 坠落设备设计和操作应符合当地安全法规要求,并具有防止意外坠落的功能
g) 坠落试验设备的主体应能够承受 200 kPa 以上的压力。
5.5.2 试验方法。
a) 将人孔盖安装于测试容器法兰上,人孔盖的中心水平线需与法兰中心水平线对齐
b) 向主体容器注水髙于安装法兰中心水平线 1 300
c) 提升试验设备至释放点,使设备提升 1 200 mm 高
e) 释放测试设备,使设备自由坠落 1 200 mm;
f) 在坠落后 1 min内,擦拭被测人孔盖及安装法兰,检査人孔盖渗漏情况。
5.6 强度试验
5.6.1 试验介质应是水、煤油或黏度不髙于水的非腐蚀性液体之一。试验介质的温度应在 5 °C
5.6.2 试验压力为 200 kPa 或 3倍公称压力两者中较大值。
5.6.3 保持试验压力的持续时间不得少于 10 min。
5.6.4 试验过程应按照下述顺序进行:
a) 封闭人孔盖上的注料口和各备用口;
b) 将人孔盖安装在试验装置上
d) 检査人孔盖的变形与损坏情况。
5.7 导静电试验
试验按下述顺序进行:
a) 试验前应干燥人孔盖及其零部件
b) 用 500 V直流兆欧表测量电阻
c) 测量人孔盖组件上任何一个可能与介质接触的导电零部件与人孔盖本体之间的导静电
处,堵住液位指示孔电阻。
6 桧 验 规 则
6.1 出厂检验
出厂。
6.1.1 出厂检验项目:
a) 外观;
b) 紧急泄放装置密封试验;
c) 导静电试验。
6.2 型式检验
6.2.1 凡属下列情况之一,一般应进行型式检验:
a) 新产品试制定型时;
b) 正式生产时,连续生产 3年或产量累计 10 000 台时;
d) 岀厂检验与型式检验有重大差异时。
6.2.2 型式检验时,如属 6.2.1 中 a)、b)两种情况,应按第 4 章的内容进行检验;如属 6.2.1 中 c)、
d)两种情况,可仅对受影响项目进行检验。
7 标 识
7.1 人孔盖标识可铸刻在盖体上,或采用标识牌形式永久固定在人孔盖上,并淸晰可见。
7.2 标识至少包含以下列内容:
a) 制造厂名或商标;
b) 产品型号;
c) 生产编号或生产日期;
e) 其他需要特别说明的工作条件。
7.3 人孔盖的使用说明书中应明确该产品所适用的介质。

Manhole cover for tank vehicle for road transport of flammable liquid dangerous goods
1 Scope
This standard specifies the terms and definitions, requirements, test methods, and inspections of manhole covers installed on tank vehicles for road transport of flammable liquids.
Rules and identification.
This standard is applicable to the third category of transport stipulated in GB 6944, where the steam pressure at 50 C is not greater than 110 kPa (absolute pressure).
Flammable liquids, but not including liquid desensitized explosives or road transport tank vehicles with toxic and corrosive media
Manhole cover.
2 Normative references
The following documents are essential for the application of this standard. For dated references, only the dated version applies to this
standard. For undated references, the latest version (including all amendments) is applicable to this standard.

3 terms and definitions
The following terms and definitions apply to this standard.
3.1
Manhole
An opening in the tank that allows operators to enter and exit.
3.2
Manhole cover
The cover of the manhole is closed, and after opening, personnel can enter and exit the tank through the manhole.
3.3
Manhole cover neck ring
The structure on the tank is used for the fixed connection of the manhole cover.
3.4
Manhole cover gasket
Sealing element between manhole cover and manhole seat.
3.5
Emergency pressure limiting device
When the pressure inside the tank is abnormal, a device for quickly releasing the pressure in the tank.
3.6
Emergency relief pressure
Bleed pressure set by the emergency relief device.
3.7
Feed port
The manhole cover has an opening for the medium injection tank.
3.8
Secondary opening safety device
A device for releasing the vapor pressure in the tank in advance before the filling port is fully opened.
4 Technical requirements
4.1 Basic requirements
4.1.1 Manhole covers shall comply with the requirements of this standard and shall be manufactured in accordance with product drawings and technical documents.
4.1.2 The raw materials, purchased parts, outsourced parts and other parts applied to the manhole cover shall meet the requirements of relevant standards and shall be approved by the manufacturer

4.2 Structural and functional requirements
4.2.1 The manhole cover shall be provided with a material injection port and an emergency relief device.
4.2.2 The injection port should be fully open and equipped with a secondary opening device.
4.2.3 The manhole cover shall be provided with a spare interface for installing valves such as oil and gas recovery valves, anti-overflow sensors, and breathing valves.
4.2.4 The emergency relief device shall be designed to prevent the accumulation of liquid and the formation of ice.
4.2.5 When closed, keep the manhole cover in a sealed state to prevent liquid or gas from flowing out of the tank.
4.2.6 When the pressure in the tank is lower than the relief pressure, return to the closed state.
4.3 Materials
4.3.1 The selection of materials must fully consider its compatibility with the medium in contact.
4.3.2 Manhole covers should be made of aluminum alloy, stainless steel or carbon steel. Non-metallic materials are not allowed.
4.4 Dimensions
4.4.1 Nominal diameter should not be less than 500
4.4.2 The dimensions of the connection surface between the manhole cover and the manhole seat should meet the requirements of Appendix A.
4.4.3 The diameter of the emergency relief device should not be less than 250mm.
4.4.4 The height of any component installed on the manhole cover should not be higher than the sealing surface of the manhole cover installation 150
4.5 Design temperature range
The design temperature of the manhole cover is generally -20 ~ 50 ° C. When there are special environmental requirements, the design temperature should be 40 ~ 70 ° C.
4.6 Pressure setting
4.6.1 The nominal pressure level of the manhole cover shall not be less than 65 kPa.
4.6.2 The emergency relief pressure value of manhole cover shall be 21kPa ~ 35kPa.
4.7 Manhole cover and seat seal
At 1.5 times the nominal pressure of the manhole cover, the leakage rate shall meet the requirements of Grade A in Appendix B.
4.8 Leak tightness for emergency release
4.8.1 Under pressure of 21kPa or more, the leakage rate of manhole cover shall meet the requirements of Grade B in Appendix B.
4.8.2 At a pressure of 16.8 kPa, the leak rate of the manhole cover shall meet the requirements of Grade A in Appendix B.
4.9 Drop tightness
4.9.2 After the drop test, the manhole cover, including the fittings mounted on it, shall have no visible leakage.
4.1 0 intensity
The manhole cover should have no obvious deformation and damage under the pressure of.200 kPa or 3 times the nominal pressure.
4.11 Conductive resistance
The resistance between any conductive part on the manhole cover that may be in contact with the medium and the manhole cover must not be greater than 10.

5 Test method
5.1 Number of tests
5.2 Manhole cover and seat seal test
5.2.1 The test medium shall be one of air, nitrogen or other inert gas. The temperature of the test medium should be 5 ° C ~ 40.
5.2.2 The duration of maintaining the test pressure shall not be less than 60 s.
5.2.3 The test process shall be carried out in the following order.
a) Install the manhole cover on the test device so that the installation state of the manhole cover is consistent with the normal working state
b) Slowly increase the test pressure to the specified test pressure and maintain the pressure for the specified time
c) Check for leaks on the sealing surface between the manhole cover and the seat ring.
5.3 Emergency release seal test
5.3.1 The test medium should be one of water, air, nitrogen or other inert gas. The temperature of the test medium should be between 5 ° C and 40 ° C.
5.3.3 The test process shall be carried out in the following order.
a) Install the manhole cover equipped with the emergency relief device on the test device so that the manhole cover is installed in the same state as when it is working normally

d) Reduce the test pressure to 16.8 kPa and maintain the pressure for the specified time

5.4 Emergency pressure relief pressure test
5.4.1 The test medium should be one of air, nitrogen or other inert gas. The temperature of the test medium should be between 5C and 40 ° C.
a) Install the manhole cover equipped with the emergency relief device on the test bench so that the manhole cover is installed in the same state as when it is working normally.

5.5 Drop test
5.5.1 Test equipment.

5.5.2 Test method.
a) Install the manhole cover on the flange of the test container. The center horizontal line of the manhole cover must be aligned with the center horizontal line of the flange.

c) Lift the test equipment to the release point and lift the equipment to a height of 1.200 mm

5.6 Strength test
5.6.1 The test medium shall be water, kerosene or one of the non-corrosive liquids with a viscosity not less than water. The temperature of the test medium should be 5 ° C
5.6.2 The test pressure is the greater of.200 kPa or 3 times the nominal pressure.
5.6.3 The duration of maintaining the test pressure shall not be less than 10 minutes.
5.6.4 The test process shall be carried out in the following order.
a) Close the injection port and spare ports on the manhole cover;
b) Install the manhole cover on the test device
d) Check the manhole cover for deformation and damage.
5.7 Static Conduction Test
The tests were performed in the following order.
a) The manhole cover and its parts should be dried before the test
b) Measure resistance with 500 V DC megohmmeter
c) Measure the static electricity conduction between any conductive parts on the manhole cover assembly that may come into contact with the medium and the manhole cover

6 Test rules
6.1 Factory inspection
Leave the factory.
6.1.1 Factory inspection items.
a) appearance;
b) Seal test of emergency relief device;
c) Conduction test.
6.2 Type inspection
6.2.1 Type inspection is generally to be carried out in one of the following situations.
a) When new products are trial-typed;
b) When it is in production, if it is produced continuously for 3 years or when the cumulative output is 10,000 units;
d) When there is a significant difference between the factory inspection and the type inspection.
6.2.2 In the case of type inspection, if it is a) or b) in 6.2.1, it shall be inspected according to Chapter 4; if it is in c) of 6.2.1,
d) In both cases, only the affected items can be inspected.
7 Identification
7.1 The manhole cover logo can be cast and engraved on the cover, or it can be permanently fixed on the manhole cover in the form of an identification plate and clearly visible.
7.2 The logo contains at least the following.
a) manufacturer name or trademark;
b) product model;
c) production number or production date;
e) other working conditions that require special instructions.
7.3 In the instruction manual of the manhole cover, the medium to which the product is applicable should be specified.
