1范围
本标准规定了电子电气产品有害物质、环保使用期限、可否回收利用的标识要求。
本标准适用于在中华人民共和国境内销售的电子电气产品,亦可供电子电气产品的物流过程参照使用。

3术语和定义
下列术语和定义适用于本文件。
4总则
在中华人民共和国境内销售的所有电子电气产品应按本标准要求标识电子电气产品有害物质限制使用标志。由于产品体积、形状、表面材质或功能的限制不能在产品上标注的,应在产品说明中注明。
为生产配套而采购的电子电气产品,供方可以对所提供的产品不进行上述标识,但应向采购方提供标识所需的全部信息;相应地,采购方应在其生产的电子电气产品上进行标识,且标识信息范围应包含为生产配套而采购的电子电气产品。
其中,使用产品说明进行标注的,其载体可以是纸质说明书、说明光盘(CD/DVD)或包装物;为生产配套而采购的电子电气产品的产品说明除上述载体外还可以是公司网站。仅以网站为产品说明载体的,应在产品使用说明书中明确相关标识信息的查看步骤。
5 电子电气产品有害物质限制使用标志
5.1标志
电子电气产品有害物质限制使用标志的图样见图1、图2。
5.2 标志释义
电子电气产品有害物质限制使用标志的内涵包括了电子电气产品中是否含有有害物质、电子电气产品的环保使用期限以及电子电气产品可否回收利用等三个部分。
图1一般为绿色,表示其环保属性,即产品中不含有害物质;图形中间是一个美术体的“e”,代表了电气(electrical)、电子(electronic)以及环境保护(environmental),象征着绿色环保的电子电气产品;图形外圈带有箭头的线条形成一个循环的圆,表示电子电气产品是可以回收利用的。整个图形所表示出的含义是:该电子电气产品不含有害物质,是绿色环保的产品,其废弃后可以回收利用,不应随意丢弃。
图2一般为橙色,突出其警示属性,即产品中含有某些有害物质;图形中间是一个可以替换的数字,明示出电子电气产品的环保使用期限;图形外圈同样由带有箭头的线条组成一个循环的圆,表示电子电气产品是可以回收利用的。整个图形所表示出的含义是:该电子电气产品含有某些有害物质,在环保使用期限内可以放心使用,超过环保使用期限之后则应该进入回收循环系统。
5.3颜色
图1所示标志建议使用绿色(C:85,M:30,Y:85,K:20)。
图2所示标志建议使用橙色(C:0,M:75,Y:100,K:0)。
5.4 规格
5.4.1 图形规格
图1、图2各部分线条比例分别如图3、图4所示(网格数量为100×100)。其中图2数字字体为Impact,数字高度与圆环内外直径之比为5:8:12。
5.4.2标志规格
生产者或进口者应根据电子电气产品及部件的大小选择适宜规格的标志,其最小面积不得小于5mm×5mm。
6 标识要求
6.1 基本要求
6.1.1电子电气产品应按本标准要求标识电子电气产品有害物质限制使用标志,标志应清晰可辨、易见、不易褪色并不易去除。
6.1.2通常情况下,电子电气产品有害物质限制使用标志应以模塑、喷涂、粘贴、印刷的方法直接标识在电子电气产品上,或采用6.1.3的方法进行标识。
若电子电气产品满足以下条件之一,可以不在产品表面直接标识电子电气产品有害物质限制使用标志,但应采用6.1.3的方法进行标识或在产品说明中予以注明。
a)最大表面的面积小于5×10³mm²;
b)形状不规则,如表面积很大但特别细长的线缆等;
c)由于表面材质或功能的原因无法直接在产品表面标识。
6.1.3带有图像显示功能的电子电气产品可在同时满足以下a)~f) 条件的前提下标识数码格式的电子电气产品有害物质限制使用标志:
a)在产品每次启动时均需显示数码格式的电子电气产品有害物质限制使用标志。当标志单独显示时,显示时间不得少于2s,当标志与其他信息同时显示时,应适当延长显示时间,并调整图像大小及显示位置,确保标志可识别。
b)在产品运行中,用户可以通过用户界面,查看数码格式的电子电气产品有害物质限制使用标志。
c)若采用图2进行标识,用户可以通过用户界面查看产品中有害物质的名称及合量,标识格式及标识要求应满足6.2.2的规定。
d)在产品使用说明书中,应明确上述h)及c)项及 提及的标志及表格的查看步骤。
e)数码格式的电子电气产品有害物质限制使用标志为出厂量置且为只读数据,标志容不易通过软件方式修改。
f)生产者需确保数码格式的电子电气产品有害物质限制使用标志的相关数据。若采用图1进行标识,保存时间应超出产品寿命3a以上;若采用图2进行标识,保存时间应超出该产品的环保使用期限3a以上。在产品损毁或者不能正常显示的情况下,生产者需提高便利的可查询数据。
6.1.4若电子电气产品有害物质限制使用标志标识在产品上,则一般应标识在电子电气产品的正面、设有功能键的侧面及背面等易见部位。当受功能、外观设计等影响无法在产品明显处标识的,应标识在消费者使用产品时的其他可见部位。
6.2有害物质标识
6.2.1电子电气产品应按本标准要求标识产品中是否含有在害物质:若产品中不含有害物质,应选择图1进行标识;若产品中含有有害物质,应选择图2进行标识,并应在产品说明中按6.2.2要求提供所含有害物质的名称及含量。
6.2.2产品中含有有害物质的电子电气产品生产者或进口者,应按表1所示格式在产品说明中对有害物质所在部件标识有害物质的名称及含量。
a)表1第一行为表头,第一列为部件名称,其他各列为有害物质在该部件中的含量,最后一行通栏用于符号含义及其他有关事项的说明。
b)若某种有害物质在该部件中不含有,即该有害物质在该部件所有均质材料中的含量均在GB/T26572规定的限量要求以下,则该有害物质对应的含量标注为“O”;若某种有害物质在该部件中含有,即该有害物质至少在该部件的某一均质材料中的含量超出GB/T 26572规定的限量要求,则该有害物质对应的含量标注为“×”。
c)标识使用的汉字和符号应清晰可辨,其字体高度不得小于1.8mm。
6.3环保使用期限标识
含有有害物质的电子电气产品应由生产者或进口者参照SJ/Z11388自行确定产品的环保使用期限[单位为(a)],并应对环保使用期限进行标识。其中,选择图2进行标识的,应将标志中的数字替换为被标识产品的实际环保使用期限,并在产品说明中对保证产品在环保使用期限内的使用条件、配套件特别标识等给予详细说明。
电子电气产品的生产日期即为产品环保使用期限的起始日期。生产日期宜标识在产品或产品包装上,标注格式可以采用年、年周、年月、年月日等,也可以采用产品序列号、商品条码等包含产品生产日期信息的企业通用的产品标注方法。采用产品序列号、商品条码等方式进行标识时,生产者或进口者应为消费者或监管部门提供必要的生产日期查询服务。
6.4 回收利用标识
电子电气产品生产者或进口者应使用图1或图2进行回收利用标识。标识电子电气产品有害物质限制使用标志的产品表示其可以回收利用。

Preface
This standard is drafted in accordance with the rules specified in GB/T 1.1-2009.
From the date of implementation, this standard shall replace and nullify SJ/T 11364-2006 “Marking
for control of pollution caused by electronic information products”.
Compared with SJ/T 11364-2006, the main changes of this standard are as follows.
a) Adjust the standard name and applicable scope – from “electronic information products” of
SJ/T 11364-2006 is adjusted to “electrical and electronic products”; and “pollution control” is
adjusted to “restriction of the use of hazardous substances”;
b) Add the explanation for reference application in logistics process (see Chapter 1);
c) Delete the GB 18455 “Package Recycling Marking” in the normative references (See Chapter
2 of SJ/T 11364-2006);
d) Add the terms and definitions of “electrical and electronic products”, “hazardous substance”,
and “logistics” (see 3.1, 3.2 and 3.7). Delete the terms and definitions relating to “electronic
information products”, “toxic and hazardous substances”, “manufacturer”, “importer”, and
“packaging materials” in SJ/T 11364-2006 (see 3.1, 3.2, 3.4, 3.5, and 3.7 in SJ/T 11364-
2006);
e) Add the requirements that the electrical and electronic products with display function may use
digital format for marking;
f) Delete the name labeling requirements to packaging materials (see Chapter 9 of SJ/T 11364-
2006).

Introduction
Because of needs of technology and product functions, some existing electrical and electronic
product materials contain the hazardous substances such as lead, mercury, cadmium, hexavalent
chromium, polybrominated biphenyls, and polybrominated diphenyl ethers. In order to prevent the
products that contain the above-mentioned substances from causing the adverse effects on human
health and the environment after the use and discarded; to further standardize the markings for
electrical and electronic products; according to “Electronic Information Products Pollution Control
Management Methods” (Order No. 39 of the former Ministry of Industry and Information Technology);
and with reference to the related international standards and industrial practices, the former Ministry
of Industry and Information Technology issued SJ/T 111364-2006 “Marking for Control of Pollution
Caused by Electronic Information Products, based on Measures for the Control of Pollution from
Electronic Information Products” (Order No. 39 of the former Ministry of Industry and Information
Industry).
With the needs for revision of the “Electronic Information Products Pollution Control Management
Methods”, and the needs of enterprises for image display markings and logistics process markings
to fully adapt to the situation. The objectives drafting this standard are to solve the above-mentioned
issues. Start from the aspects of improving the environment, ease of application, implementing the
state’s policies and regulations, and reducing enterprise management cost. And further clarify and
improve the marking requirements for electrical and electronic products.

1 Scope
This standard specifies the marking requirements for hazardous substances in electrical and
electronic products, the environmental-protection use period, and recyclability.

3 Terms and definitions
3.1 Electrical and electronic product
EEP
It refers to the devices and accessory products – the rated working voltage does not exceed 1500V
direct-current or 1000V alternate-current; they depend on current or electromagnetic field to work, or
their objectives are to generate, transmit and measure the current and electromagnetic field.
3.2 Hazardous substances
It refers to the lead and its compounds, mercury and its compounds, cadmium and its compounds,
hexavalent chromium compounds, polybrominated biphenyls, and polybrominated diphenyl ethers
that are contained in electrical and electronic products.

3.3 Environment-friendly use period
It refers to the period - during which the hazardous substances contained in electrical and electronic
products will not leak or mutate suddenly under normal operating conditions. And it will not result in
serious environmental pollution or cause serious bodily injury to the user or damage to their assets
during the normal use by the user of the electrical and electronic products.
3.4 Recovery
It refers to the process of treatment to the discarded products, so that they can fulfill the requirements
of their original use purpose or be used for other purposes, including energy recovery and utilization.
3.5 Logistics
It refers to the process of flow of the physical goods from the supplying location to receiving location.
According to actual needs, the basic functions such as transportation, storage, loading and unloading,
transfer, packaging, distribution processing, distribution, and information processing shall be
implemented and combined organically.

4 General rules
All electrical and electronic products that are sold in the People’s Republic of China shall be marked
with the logos required for the restriction of the use of hazardous substances in electrical and
able to be marked because of the limitations of its size, shape, surface material or function of the
product, then it shall be indicated in the product instructions.
For the electrical and electronic products that are purchased for manufacturing, the supplier may not
need to mark the products it provided. However, it shall provide all necessary information required
for marking to the purchaser. Correspondingly, the purchaser shall mark the electrical and electronic
products that they manufacture. And the scope of marking shall include THOSE electrical and
electronic products it had purchased for manufacturing.
